New Zealand nursing registration: the complete guide

For internationally qualified nurses, New Zealand nursing registration is the essential gateway to a healthcare career in one of the world’s most desirable destinations. The Nursing Council of New Zealand (NCNZ) is the regulatory authority responsible for registration, and its process involves multiple steps, strict documentation, and rigorous competence assessments.

Why it matters

Without valid registration you cannot legally work as a nurse anywhere in New Zealand. Nursing is also on New Zealand’s Green List, which means registered nurses can apply for residence after just two years of work — without meeting the Skilled Migrant points threshold. Registered nurses earn competitive salaries, with base ranges from NZD $75,000 to $106,000 and senior nurses earning up to $162,000.

Who can apply

You may be eligible for New Zealand nursing registration if you:

• Are currently registered with an overseas regulatory authority
• Hold a nursing qualification assessed as equivalent to New Zealand standards
• Can demonstrate English language proficiency through an approved test
• Have completed at least 1,800 hours of post-registration nursing experience
• Meet the Nursing Council’s fitness to practise requirements

Registration is granted in one of two scopes of practice: Registered Nurse (RN), which requires a Bachelor of Nursing degree or equivalent, or Enrolled Nurse (EN), which requires a qualification at a lower level.

English language requirements

You must achieve either IELTS Academic 7.0 in reading, listening and speaking with 6.5 in writing, or OET 350 in reading, listening and speaking with 300 in writing. Scores can be combined across more than one sitting within three years, and the NCNZ does not accept PTE.

The registration process, step by step

• Verify your documents through TruMerit (formerly CGFNS) — you cannot apply to the Council until this is complete
• Complete two free online courses on culturally safe nursing practice in New Zealand
• Pass fitness to practise checks, including an international criminal history check
• Apply to the NCNZ, which assesses your application against seven registration standards
• Complete a competence assessment if you are required to
• Receive your registration and apply for your Annual Practising Certificate (APC)

The competence assessment and OSCE

If a competence assessment is required, it has two parts. The theoretical examination is a computer-based multiple-choice test at a Pearson VUE centre — 120 questions in 165 minutes for Registered Nurses, or 90 questions in 135 minutes for Enrolled Nurses — split into medication safety and nursing knowledge. The clinical assessment is a two-day Orientation and Preparation Course (OPC) followed by an Objective Structured Clinical Examination (OSCE), both held in person at the Nurse Maude Simulation & Assessment Centre in Christchurch.

The OSCE has 10 stations for Registered Nurses and 8 for Enrolled Nurses, 12 minutes each. Stations cover mental health and physiological assessment, professional responsibility, emergency management, clinical skills, medication administration, communication and teamwork, care planning, and managing the deteriorating patient. You have three attempts to pass.
